Well, it looks like they're going ahead with Phase 2 now...
Thanks to some outspoken skateboarders and local citizens, the builders have been given the go-ahead to add a 16-foot kidney shaped skate bowl.
"The original estimate involved only a plaza, but skateboarders and skaters at a public forum encouraged the city to make the park more challenging with a bowl."

- The kidney-shaped skate bowl will be built by California Skateparks.
- Plans are for the skate park to be completed by August 31st.

UPDATE: 8/14/06:
Today they had all of the ambulance drivers and firemen and police officers from the area gather at the Skate Park for on-site training... That's a good sign.

It's still very early (like 5 years away), but they're already in the planning stages of building a skate park at Liberty Park.

Okay, so I was off by a few days...
According to a sign posted at the entrance to the Jim Warren Skateboard Park, the grand opening is set for Saturday, September, 16th.
Last I heard "early September" was the projected grand opening for the Jim Warren Skate Park, however they seem to be pretty much done with the building process at this point.
Today they had all of the ambulance drivers and firemen and police officers from the area gather at the Skate Park for on-site training.
...That's a good sign.
My guess is they'll open it by Sept. 1st.
just open da skate plaza park and build da bowl cuz ive been waitin to skate dis park for a long time i no im just a lil kid but please take my advise into consideration pleas thnk u
they need to open the plaza part of the park while working on the bowl im sick of waiting just because they cant get there act together
